Medical violation that needs reporting

Need urgent advice! My friend just told me her male gynecologist took photos of her genitals with his personal cell phone during an exam. No consent, no explanation, no medical equipment - just his phone. This is absolutely NOT normal medical practice and likely illegal. If you've experienced something similar, what steps did you take?
