how do you even make a stray dog trust you without freaking it out?

So, I spotted this stray dog near my apartment, and I really want to help. But every time I get close, it backs away or looks super scared. I don’t want to make things worse or freak it out even more. Has anyone been through this before? What’s the best way to show a stray dog you’re not a threat? Should I bring treats or just sit nearby and wait? I want to do the right thing and maybe even help it find a home.
