Is This Intersection Design Putting Us All at Risk?

Yesterday, I stopped at the first white line for a red light, just like I always do. There was a big truck ahead, so I waited patiently. Suddenly, another car zipped around me and ended up sitting right on the train tracks, waiting for the light. It reminded me of the Honda Pilot I saw on Google Earth in a similar spot. Honestly, this intersection feels so unsafe. Has anyone else experienced something like this? What do you do in these situations?
