I feel jeans or pants are more modest than skirts! these rules are made by men and designed for restricting women. Their whole religious philosophy is to control women. I believe that they "home school" their children to deny them further education. It is similar to the Amish, their children don't leave the fold because with minimal education they have no where to go. It is a trap of sorts.

My mother raise me only to wear dresses(Modestly dressed) and peers constantly teased me but looking back, those were her rules & I respected that. Once grown, I made the decision to wear pants because God looks at the soul.

It appears those still living at home are still having to wear dresses. Just because they're allowed to wear leggings under them doesn't mean they're dressing the same as those that have left home & wear actual jeans, shorts & t-shirts. Or dresses above their knees.

Amy was a victim of peer pressure. and honestly the duggar sisters didn't understand any other lifestyle. they lived under their parents rule and saw that as sacred. In part that is good. as adults now they have the ability to see outside the confines of their own home (as all of us do growing up and moving out) and make their own choices, broaden their understanding of the world and see things through their own ' lens' so to speak.
