Decades ago, the former USSR 100% drained the ancient great lake size Aral Sea for "centrally planned" irrigation use (which created an environmental catastrophe), so I hardly expect they've learned much from that mistake considering all the other damage they've done to their country since.
Incidentally, I'd really love to say we're learning from their short sighted environmental recklessness, but I can't really do so with much confidence considering what we're going through here in the U.S. now..... 😲🤔🥰
