How? A high powered pellet gun is the immature answer. Mechanics answer. Chalk line the bubble, deflate the tire, remove the tire, and drill multiple holes in the bad spot. If by some chance it doesn’t deflate do to an in between layer deformation. Revert to suggestion 1 for safety reasons.
