Where is her husband? The woman in the story is talking about his mother as the mother-in-law right?
Regardless, the MIL sounds like a stalker. If her husband doesn't have the spine to confront his mother then she needs to do it. She doesn't even need to be confrontational. A simple, "I notice you driving by the house and yet you don't stop for anything? Why do you do that?" This puts MIL on the spot. Even has more meaning if her husband is there to hear the conversation. No matter how she answers, let her know it gives you 'stalker' vibes and you would appreciate her not doing it in the future. At this point you can bring up the other thing she does that give you weird vibes. I wouldn't ask her any yes or no questions I would definitely make my questions open-ended or she has to give some sort of a response.
