Copper pipe is perfectly fine buried is absolutely an industry standard. So pay the guy and quit trying to duck it. You will pay him now or you will pay him later. He will put a mechanics lien on your house. You will not be able to sell it until you square away that bill and reasonable interest which may be as highest 25% per annum.
