I did public affairs and community relations and was a newspaper reporter. It is always nice to ask permission if you can take pictures of people if their faces are visible and the center of a photo. But a a consent form is a must if you plan to ask for names and use those names in an article or under the photo. There is a fine line between what is considered public and privacy invasion. Honing in on one person among an entire stadium of people and it’s up close can be considered stalking, privacy invasion. But taking an overall picture of people in a portion of a stadium exhilarated is fine and can be used in the media.
