The hair looks damaged even though we’ve never dyed or bleached it

I’m a bit confused about what’s going on with my hair lately. I’ve never bleached or dyed it. It’s completely virgin, but there’s this top layer that looks and feels super damaged. It’s dry, frizzy, and a totally different texture and color from the rest. And I found more people like me online. It seems we are all blond girls. What’s causing this? I’ve been thinking about cutting that top layer off, maybe thinning it out a little, but I’m not sure if it would help or just lead to the same issue with the next layer down.
