The mark itself is sooty and symmetrical, and it's making me a little worried. The outlet itself looks fine. There doesn't seem to be any damage to it. But the shape of the mark on the wall has me concerned. I am afraid it could be a burn mark from a wiring issue inside the wall. It flows right into a stormwater drain just outside my property line. Even with normal rain, it's pretty wet, but nothing like a full-on river. My neighbor to the right seems to have some of their own issues. A few of their downspouts go underground and end up pretty close to my property line. They are actually getting some work done on their yard soon, with a better swale and French drains. I talked to the person doing their work, and he said they could continue the French drain all the way down near my stormwater drain. He told me it probably won't stop the river entirely, but it will help dry out the grass so it doesn't stay wet and nasty. He'd also make some swale adjustments. I'm trying to figure out if this sounds like the right plan.
