In fact, it is completely depicting the word “insult.” A bizarre idea of Roman Emperor Elagabalus, ostensibly for public entertainment: sprinkling rose petals on guests attending the emperor’s dinner. However, so many petals were scattered that some diners were buried beneath them, unable to breathe.
Meanwhile, the emperor, his mother, and his favorites sat in high places, sneering down at the “commoners” they were toying with.
