Frank, 81, lives in a Section 8 subsidized apartment. He paid his portion of the rent on time (30% of his Social Security check), but the larger portion paid by the government never arrived at the landlord's office. The landlord slipped a letter under everyone's door, harshly worded, threatening to start eviction proceedings if federal funds didn't arrive. "I've lived here for 15 years," Frank said, his hand shaking as he held the letter. "I thought I was safe. At my age, where am I supposed to go?"
