I Tapped My Buddy’s Tire and Now He Says He Needs a Brand New One. Is This Damage Real?

I had a little fender bender with my friend's car—it was a very low-speed tap, but my car definitely made contact with his tire. He immediately looked at it and said he needs a brand new tire and possibly a new rim because the integrity is totally compromised now. To me, it looks mostly like dirt and a tiny scuff, but I am definitely not a tire expert.
