Need Opinions on Farmland Rental prices..is my stepfather being screwed?

We live in district one here in Iowa. My stepfather has 38 farmable acres. His brother (the weasel) farms it. Not for my stepfather, but for himself. He pays my stepfather $465/mo. Not per acre, that's a flat $465/mo. nothing more... Is my stepfather being screwed? And how can I relay that to him without upsetting him? He struggles month to month to make his ends meet. Where as his brother is 'living high on the hog'. $80,000 truck, combine, food on the table, bought his kid a car, ECT.
