medical bills in collections? need advice👇

Hey everyone! I'm dealing with a double billing issue from UCI, and now my medical bills are in collections. I heard in California they can't report these to credit, so I'm thinking of negotiating with the collector. Any tips on what to write back? Need to respond by May 1st.
