What are these weird jars buried in my neighbor's garden

Those are terracotta watering pots. You bury them in the garden and the water slowly seeps through the pot, watering nearby plants. They’re great for containers and hanging plants.

it's an ancient practice to keep plants watered the pots slowly keep the soil moist once you fill them with water.
