My house has become a drainage nightmare

We bought our dream homes, but they have quickly turned into a living nightmare. Every time it rains, our front yards turn into disgusting, mosquito-infested swamps. The so-called "swales" that were supposed to drain the water just fill up like little ponds. We've reached out to the home builder a dozen times, but they just act like it's no big deal and refuse to do anything. We even went to the county, but they just say their hands are tied. It feels like we have been completely abandoned. We poured our savings into these houses, and now we're left with this mess.
