Found a Mysterious White "+" on My Car. Should I Be Worried?

I just noticed something weird on my car and I have no idea what it is. There is a small white plus sign drawn on the left headlight. I do not remember seeing it there before. I got my oil changed about a month ago and that is the only work I have had done on the car recently. I have no clue if they did this or why. It is really strange. I was parked next to this car today and had to do a double-take. Someone taped a plastic clothes hanger to the side of the door. Does anyone know if this is some kind of a symbol or a sign I am not familiar with? Someone Wired Two Car Batteries To A Trash Can By A Tree 🤔

It's two car batteries, all wired up and connected to a garbage can. I have no idea what is going on here. For what it's worth, I'm almost positive this tree has Dutch elm disease. Perhaps that is somehow related. I'm just so curious if this is some kind of testing contraption. Found a tracker in my car?? 😦😦

I found this black, palm-sized device inside my car, on the passenger side near the door crack. It wasn’t hidden well, just sitting there, which is why it scared me even more. I’m very private and rarely have anyone in my vehicle. I clean and detail my car often, so I know it wasn’t there before. The thing even beeped, but I never saw any lights or anything on it.
