If federal workers want to retire before they're able to draw social security, then they should be prepared to support themselves on their own dime. The supplemental is a perk the rest of Americans don't receive. I can understand the purpose for law enforcement officers or firemen, but why do office workers deserve this generous gift. If you want to retire early, plan ahead and don't expect somebody else to fund your personal choices.
